Midland, TX (Big 2 News) -According to the Midland Development Corporation, a home in Midland costs on average $264,000.

The boom in oil has created more jobs but, it's also created a housing crisis in the Permian Basin.

"There was definitely some urgency created just with the need for housing around the Permian Basin," said John Dunn, president of Barbed Cross Construction.

Sunrise at Fairgrounds apartment celebrated their grand opening Thursday.

Property officials say living in Midland costs more than living in Dallas, Houston or San Antonio. And at Sunrise at Fairgrounds, they say they're offering affordable living rates.

"They have to pay more than where they were. So, this gives them an opportunity to come to a place where the infrastructure is growing," said Chris Vore, president of Incentivize Enterprises.

The complex offers two bed/ two baths starting at $1279 a month.

"We have one complete building that's up for lease. Our second building will be available for lease the first week of March and the building behind us here will be available in April for leasing," Dunn said.

The complex is located three minutes off I-20 and Garden City Highway on the east side of Midland.

According to Vore, this is a chance to help revitalize part of Midland.

"It's a great opportunity for people coming into Midland not only to have a place to live, but as more infrastructure comes in, for them to live at a decent cost of living," Vore said.

Vore also adds the opening of Sunrise at Fairgrounds gives a second chance to those who haven't been lucky in their search for affordable housing.

While leasing is now available, more is still being added to the complex.

"We'll actually be breaking down for phase two, construction here in mid-March at the back of the property. We're putting three more buildings in and a swimming pool," Dunn said.
